In the coastal areas, responsibility for defense measures and their units lay primarily with the German Navy. These areas covered a strip from the sea to the depths of the inland, about 20 kilometers inland. The heads of departments were the commanders of the relevant sections. As commanders, they also kept the relevant war diary, in which all military events, operations, combat activities, and military construction and reconstruction in the units were mentioned. The Cuxhaven section was founded in September 1939 and placed under the command of the North Frisian Coastal Commander. The command area included the Spieka-Bederkesa line in the west, the Geeste-Elb Canal (Hadelner Canal) in the south and the middle of the Elbe including Medemsand and Gross-Vogelsand. The islands of Neuwerk and Scharhörn with the mudflats and the Grosser Knechtsand also belonged to the control area. From February 1941, the Cuxhaven sector was under the command of the Coastal Commander German Bight, and from November 1944 under the command of the Sea Commander Elbe-Weser. In April 1945, the Cuxhaven sector was declared a fortified area.
